Planning to study, work, marry or settle in Germany? Then you will probably need to legalize documents: Germany, Egypt and TLScontact each play a part in the process. Since the German Embassy in Cairo now takes legalization applications through TLScontact centres, the steps have become more structured.
This guide explains what TLScontact can and cannot process, and why Egyptian Foreign Ministry authentication comes first. It also covers the strict German translation rules and how the new queue-based appointments work.

What the TLScontact Legalization Service Handles
TLScontact runs the German legalization application centres on behalf of the German Embassy in Cairo. According to its official application page, the centres handle three services:
- Legalization of Egyptian public documents already authenticated by the Egyptian Ministry of Foreign Affairs (MOFA).
- Authentication of copies, following the requirements on the German Embassy website.
- Translator certification for Arabic translations of German documents, using the embassy’s approved translator list.
However, TLScontact cannot process everything. For example, it does not handle consular statements, such as certificates of life or marriage impediment certificates. Signature authentications are also excluded. In addition, it cannot authenticate documents issued in Germany.
How to Legalize Documents: Germany, Egypt and the Order of Steps
Before you legalize documents, Germany, Egypt’s Foreign Ministry and TLScontact each expect a set order. In most cases, the path looks like this:
- Get the original Arabic document. Request it from the issuing authority, such as the civil registry or your university.
- Authenticate it at MOFA. Take it to a Ministry of Foreign Affairs legalization office in Egypt.
- Translate it into German. Use a translator recognized by the German Embassy in Cairo.
- Book a TLScontact appointment. Register online and wait for your slot in the queue.
- Attend and pay. Bring your originals, then pay the legalization fee at the centre.
- Collect your documents. They return by courier, with an SMS or email when they arrive.
The MOFA authentication rules
TLScontact only accepts documents that Egypt’s MOFA has authenticated first. Moreover, that MOFA authentication must not be older than one year. It must also be readable and show a registration number, date, signature and official seal. So if your stamp is faded or old, get a fresh authentication before you book. Our Egyptian document authentication guide explains the MOFA step in more detail.
German Translation Rules You Must Follow
This is the step where most applicants make mistakes. According to TLScontact, a translator recognized by the German Embassy in Cairo must translate all Arabic documents into German. The embassy publishes the list of these translators. In addition, TLScontact says it can accept translations by sworn translators in Germany (“Vereidigte Übersetzer”).
Two further rules often surprise people:
- Civil status certificates must be in Arabic. TLScontact does not accept birth or marriage certificates issued in English or German. Instead, you must obtain the Arabic version and then translate it into German.
- English university certificates may skip translation. TLScontact can accept degree certificates and transcripts issued originally in English without translation. However, this does not apply to documents that the university itself translated.
To be clear, COT is not on the German Embassy’s list of recognized translators. Therefore, for the German translation that goes with your legalization, please use a translator from the embassy list. We explain below where we can help instead.
Good News for Skilled Workers and Blue Card Applicants
Since 5 June 2023, some employment visa applicants no longer need to legalize their university degree. This covers highly skilled workers with a university degree, EU Blue Card applicants and scientists with a hosting agreement.
Instead, TLScontact asks for the original degree plus a copy with a certified translation. As a result, many skilled workers can skip the legalization queue for their degree. Still, check your own visa checklist, because other documents in your file may need legalization. Our guide to the Germany visa application through TLScontact in Egypt covers the visa side.
Appointments, Centres and Fees
From 10 August 2026, TLScontact introduced a queue-based appointment system. According to the TLScontact Hurghada announcement, it applies to legalization applications in Hurghada and Sheikh Zayed. It also covers student visas in Sheikh Zayed. First, you register and TLScontact validates your application. Then the system places you in the queue automatically. Finally, you receive an email with your appointment date.
Pay the service fee online within the deadline in that email, or you lose the slot. Meanwhile, the legalization fee itself is paid in Egyptian pounds, in cash, at the centre. TLScontact lists the current amounts on its website, so check them before your visit.
Practical tips for appointment day
- Arrive on time with your appointment notification and all original documents.
- If a representative attends, they need a signed authorization letter and ID copies.
- Leave children under 12 at home, since the centres do not admit them.
- Avoid arriving more than 15 minutes late, or you will need to rebook.
Where COT Can Help You Legalize Documents: Germany, Egypt and Beyond
Although the German legalization translation must come from an embassy-recognized translator, other parts of your file may need translation. For instance, German visa files at TLScontact sometimes accept a certified translation, depending on the visa checklist. In those cases, clients use our certified translations with our official stamp and a translator certification statement.
We also translate documents into English and many other languages for use outside Germany. In addition, we can guide you on preparing Arabic originals and getting MOFA authentication before your appointment. We deliver a clear PDF plus a printed stamped copy, and you can request a quote on WhatsApp at 01111760177. Job seekers can also read our guide on translation for the German Opportunity Card.
